GUILFORDWORKS WORKFORCE DEVELOPMENT BOARD
GUILFORD COUNTY LOCAL AREA FOUR-YEAR WORKFORCE DEVELOPMENT PLAN
JULY 1, 2020 – JUNE 30, 2024

Program Year (PY) 2022 (July 2022 – June 2023) is the third year of the Workforce Innovation and Opportunity Act (WIOA) Four-Year Plan.   The GuilfordWorks Workforce Development Board is submitting the following plan update to reflect changes from the four-year plan.

The PY 2022 Local Area Plan Update serves to:

  • Provide a strategic framework for workforce development
  • Align with state vision and goals
  • Outline regional and local workforce analyses and strategies
  • Foster regional collaboration to meet the needs of regional economies
  • Define connections with workforce development partners
  • Enhance access to high quality services through the NCWorks Career Center system
  • Meet federal WIOA requirements
  • Outline operational details of administering federal funds
  • Provide a basis of accountability through monitoring and audit reviews

 

The Plan requirements set the foundation for WIOA principles by fostering strategic alignment, improving service integration and ensuring that the workforce system is industry-relevant. The 2022 Plan contains a narrative section (included in the document entitled PY 2022 Guilford County WIOA Local Area Plan) as well as a number of individual attachments relating to policies, procedures and service provision charts.

The plan was submitted to the NC Division of Workforce Solutions on May 6, 2022, but will not be final until approved by that agency. The Workforce Development Board welcomes comments from the public and other interested parties through May 31, 2022; all comments and modifications to this Plan will be submitted to the Division of Workforce Solutions for final approval by June 10, 2022. Those comments should be directed via email to info@guilfordworks.org.

  • Impact – Maximize the WIOA funded Workforce Development System to provide a skilled workforce to improve the quality of life and create opportunities for individuals in Guilford County.
  • Partnership and Collaboration – Foster collaboration and build relationships with committed workforce development partners and stakeholders in pursuit of common goals such as “one-stop” and integrated services and become a catalyst for positive economic change in Guilford County and the Triad Region.
  • Systems Capacity – Position the Guilford County Workforce Development Board as the “go-to” place for proactive and responsive workforce development solutions to support regional economic development goals
