Hiring Salary Range:  $40,267-$53,689

Full Salary Range:  $40,267-$67,112 Annually

Work Schedule:  Monday thru Friday; 8:00 am-5:00 pm

Primary Duties/Brief Description of Work:

The primary purpose of this position is to monitor Workforce Innovation and Opportunity Act (WIOA) programs for the Office of Workforce Development. Primary duties will include: monitoring of workforce development contractor performance including expenditures, customer enrollments, program outcomes, and customer concerns; reviewing WIOA program data using the NCWorks database system to track participants, training enrollments, occupational areas that are funded, and overall system performance; acting as the NCWorks Super User and primary trainer, consisting of providing training and technical assistance for NCWorks to city and contractor staff. Additional duties will include, but are not limited to: monitoring of WIOA eligibility determinations for compliance with state and federal requirements; monitoring the state eligible training provider list for compliance, including site visits to providers and research into their applications; monitoring data validation and assisting in coordination for city and state monitoring visits; sharing management of a regional recruitment and screening tool. These monitoring duties will include not only reviewing data but using critical thinking and analysis skills to create written summaries, make recommendations, analyze patterns, and including these in a formal response or report that may be seen both internally and externally. The successful applicant will have experience monitoring or reporting on WIOA or other federal grant funded programs; experience working in Excel including formulas and tables; experience analyzing and reviewing data and preparing reports based on this; This position is part of the NCWorks integrated service delivery system, and will require interaction and team work with city staff, contractors, and other external partners.

This job is Non-Exempt and is subject to the overtime provisions of the Fair Labor Standards Act.
 

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree with 1-3 years’ experience with report writing and monitoring government programs
  • Or Associate’s Degree with 5-7 years’ experience with report writing and monitoring government programs
  • Experience with Excel

 

An Ideal Candidate Would Also Possess (Preferred Qualifications):

  • Project management experience
  • Experience developing policies/procedures
  • Training experience
  • Experience in finance and/or accounting
  • Public Speaking experience
  • Experience with Workforce Innovation and Opportunity Act (WIOA)/NCWorks programs

Primary Duties/Brief Description of Work:

This position serves as the primary contact for businesses to access services and technical support available through the Workforce Development Board (WDB). This position works with businesses to identify basic workforce needs to understand labor market trends, access resources to hire, train and maintain a quality workforce, identify and address workforce needs of high growth occupational clusters, and to assist in addressing diversity and skills development in their workforce. The position provides technical support to businesses via the WDB resources in making the connection to businesses seeking employees and qualified job seekers pursuing employment.  The candidate must be able to effectively communicate orally and in writing to diversed level customers; listen to customers, analyze information and formulate appropriate solutions.  Must be able to develop and facilitate presentations that teach, inform and persuade.   Must have knowledge of and can articulate the connection between economic and workforce development.

This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.

 

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree with 1-3 years of experience in job creation, job development and/or employer engagement, marketing or sales of services
  • Advanced knowledge of Microsoft Office suite (i.e. Word, Excel, Outlook, Powerpoint)

 

An Ideal Candidate Would Also Possess (Preferred Qualifications):

  • Project Management experience or credentials
  • Business and/or Economic Development Certification (i.e. NAWDP, EMSI, DOL, etc.)
  • Experience preparing and conducting presentations using multiple media outlets (i.e. social media)
